IMPORTANT ANNOUNCEMENT REGARDING STUDENT AMNESTY

The Decree with the Force of Law on the Right of Students Whose Registration Has Been Terminated under Higher Education Law No. 65/2005 to Resume Their Studies and on the Determination of Application Periods has entered into force.

Under this regulation, individuals whose registration with higher education institutions operating in the Turkish Republic of Northern Cyprus (TRNC) was terminated, or who were unable to complete their studies, are granted the opportunity to resume and complete their higher education, subject to the conditions stipulated in the Decree with the Force of Law.

WHO IS ELIGIBLE?

The Decree with the Force of Law applies to individuals who have studied, or are studying, in:

  • Preparatory programs,
  • Associate degree programs,
  • Bachelor’s degree completion programs,
  • Bachelor’s degree programs,
  • Postgraduate programs, and
  • Proficiency in Art programs.

Individuals who, before 1 November 2026:

  • Had their registration terminated due to academic failure,
  • Had their registration terminated due to financial reasons,
  • Voluntarily withdrew from the university,
  • Were unable to complete their studies,
  • Transferred from a university abroad and subsequently had their transfer cancelled,
  • Were admitted to a program but did not complete their registration,

may benefit from the provisions of the Decree, provided that they meet the relevant conditions.

This right applies to citizens of the TRNC, the Republic of Türkiye, and other countries.

WHERE SHOULD APPLICATIONS BE SUBMITTED?

Applicants must submit their applications to the higher education institution from which their registration was terminated.

Individuals whose registration was terminated by more than one higher education institution may apply to any one of the institutions from which their registration was terminated.

Where an applicant is unable to return to their former institution because the relevant department or program has been closed, the Higher Education Planning, Evaluation, Accreditation and Coordination Council (YÖDAK) shall determine an appropriate higher education institution in terms of equivalency so that the applicant may exercise the rights granted under the Decree.

Upon request, such applicants may also be directed by YÖDAK to another suitable higher education institution.

APPLICATION PROCEDURE AT CYPRUS AYDIN UNIVERSITY

Applicants are required to submit the following documents:

  1. Completed Student Amnesty Application Form
  2. Copy of ID Card / Passport
  3. For students placed through ÖSYM, the relevant placement/admission document (for Turkish students)
  4. Criminal Record Certificate (for Turkish students)

APPLICATION PERIOD

Persons covered by the Decree must submit their applications to the relevant higher education institution within 6 (six) months from the date on which the Decree entered into force.

Applicants are strongly advised to complete their applications within the prescribed period.

Application Deadlines at Cyprus Aydın University

For the Fall Semester:
No later than 16 October 2026

For the Spring Semester:
No later than 1 February 2027

ACADEMIC ADJUSTMENT / COURSE EQUIVALENCY PROCEDURES

The academic adjustment of applicants who apply under the Decree shall be carried out by the relevant higher education institution in accordance with its own regulations.

The higher education institution shall evaluate:

  • Courses previously completed by the student,
  • The student’s academic performance,
  • Course equivalencies, and

SCHOLARSHIP STATUS

There is no provision stipulating that the previous scholarship status of students who had been studying on a scholarship before their registration was terminated will automatically continue after they regain student status under the Decree.

Whether the scholarship status will continue shall be determined, in accordance with the relevant institution’s founding law or regulations, by the Board of Trustees / Board of Directors, University Executive Board and/or Senate, as applicable.

For students who become eligible to resume their studies at Cyprus Aydın University, the following scholarship rates shall apply:

Students originally admitted with a full scholarship: 100%

Students originally admitted with a 50% scholarship and/or a 75% first-choice scholarship: 85%

*All students are required to pay the annual registration fee.

APPLICANTS CURRENTLY PERFORMING MILITARY SERVICE

Persons who were performing their compulsory military service on the date the Decree entered into force may benefit from the rights provided under the Decree if they apply to the relevant higher education institution within 6 (six) months following their discharge from military service.

Students who are required to begin military service during the application period may become eligible for deferment of military service.

Documents required for military deferment shall be obtained by the student from the university.

For TRNC citizens whose student status is restored under the Decree, military service deferment procedures shall be carried out in accordance with the relevant provisions of the Military Service Law.

Upon request, the educational rights of students who are required to perform military service may be suspended for the duration of their military service.

SPECIAL APPLICATION PERIOD FOR PREGNANT APPLICANTS

Persons who were pregnant on the date the Decree entered into force may benefit from the rights granted under the Decree if they apply to the relevant higher education institution within 1 (one) year following the completion of the first 6 (six) months after childbirth.

A medical report documenting the applicant’s condition must be submitted together with the application.

APPLICANTS WITH ONGOING LEGAL PROCEEDINGS

Persons whose registration has been terminated and who have initiated legal proceedings against the termination decision may also benefit from the provisions of the Decree, provided that they submit their application to the relevant higher education institution within the general 6-month application period.

A court decision against the applicant shall not prevent the applicant from benefiting from the right to resume their studies under the degree.

WHO IS NOT COVERED BY THE DECREE?

The provisions of the Decree do not apply to:

  • Students whose registration was cancelled after transferring from universities in third countries that are not recognized under the relevant legislation to universities in the TRNC,
  • Persons convicted of terrorism-related offences,
  • Persons convicted of intentional killing, torture, ill-treatment, or sexual abuse of children,
  • Persons convicted of theft, fraud, forgery, rape, or similar offences involving moral turpitude,
  • Persons convicted of offences classified as Sexual Offences under the relevant provisions of the Criminal Code,
  • Persons convicted of any offence under the Narcotic Drugs Law,
  • Persons whose registration was cancelled due to the use of fraudulent or falsified documents,
  • Persons who have been deported from the TRNC or prohibited from entering the TRNC on grounds of national security,
  • Persons whose registration was terminated due to membership, affiliation, association, or connection with structures, organizations, or groups determined to have engaged in activities against the national security of the State.

IMPORTANT REMINDER

Students wishing to benefit from the Student Amnesty must apply to the higher education institution from which their registration was terminated.

Following the application, academic adjustment, registration, tuition fees, and all other relevant procedures shall be carried out in accordance with the current regulations and practices of the relevant higher education institution.

The general application period is 6 (six) months from the date on which the Decree entered into force.
